SARS Brutality: Judicial Panel meets Katsina Emir, seeks guidance, prayers

The Katsina state Judicial Panel of Inquiry and Restitution set to investigate the cases of SARS and Police brutality in the state, on Thursday paid a homage visit to Emir of Katsina, Alhaji Abdulmumini Kabir Usman in his palace.

During the visit, Justice Abbas Abdullahi Bawale, the chairman of the commission informed the emir on the mandate of the commission and sought fatherly advice, guidance, and prayers.

Recalled that Governor Aminu Bello Masari of Katsina State signed the instrument establishing a Judicial Commission of Enquiry to investigate the excesses of the recently disbanded Police Special Anti-Robbery Squad, better referred to as SARS, in the state.

The Katsina State Commission of Inquiry Law, Cap 29, empowers the Governor to constitute such a commission as and when the need arises.

The constitution of the judicial commission of enquiry follows the order by President Muhammadu Buhari directing for the disbandment of the the unit and the investigation of its alleged excesses and extra-judicial activities, which had attracted persistent criticism, leading to the ongoing protests and counter protests in some parts of the country.

The ten-member commission, which has Justice Abbas AbdulLahi Bawale of the Katsina High Court as Chairman and Alhaji Ibrahim M. Daku of the Governor’s Office as secretary, has two gender-based representatives from the Civil Societies Organisation, one representative of students and the State Coordinator of the National Human Rights Commission.
