Alhaji Othman Ladan Baki was born in Katsina town in 1927. After nine years in Katsina Primary and Middle School he moved to Kaduna College in 1942 which he left in 1945.

He then attended the Civil Engineering School, Kaduna from 1945 to 1947 before proceeding to Britain for more courses in Civil Engineering from 1959 to 1960. He practiced Civil Engineering for twenty -four years with active politics.

He was Supervisor of Works in Katsina Local Government Area in 1956 and the Councilor of Works, Survey and Rural Water Supply for Katsina Local Government in 1960 before becoming the Provincial Commissioner for Zaria Province from 1962 to 1965.

A Veteran Administrator and Politician, he was also a leading contributor to both Local and regional developments in the former Northern Nigeria.

Alhaji Othman Ladan-Baki was a member of the House of Representatives from 1951 to 1954 during which he served on the Board of the Electricity Council of Nigeria. He was a member of the Ahmadu Bello University Council from 1962 to 1976 and served on various committees of the Institution among which were: Appointment and promotion, finance and’ General purposes, Tenders Board, Honorary Degree, and the Board of Governors of the Institute of Health.

He was also a member of the Northern House of Assembly Concurrently from 1951 to 1966. He was Parliamentary Secretary to the Ministry of Trade and Industry in Northern Nigeria from 1955 to 1956 and Minister of Trade, Northern Nigeriain 1965.

In 1966, Alhaji Ladan-Baki was appointed a member of the ‘The Leaders of Thought” and a delegate to the Lagos Ad-hoc Conference on the Constitution of Nigeria. He was in the same year a member of “Consultative Committee” to the Military Government and Chairman of the Boundary Commission of Northern Nigeria.

He held five executive posts of Commissioners for Education, Economic Planning, Trade, Industry and Co-operatives and Agriculture and Natural Resources in the former North Central State Government at various times between 1967to 1975 before he became a Commissioner in the Federal Civil Service Commission in August 1975.

In July 1982 he was appointed the first Chairman of the newly established National Assembly Service Commission. In November 1987 he was appointed Chairman Emergency Relief Agency, Katsina State. In 1989, he was appointed Chairman, Nigerian Pilgrims Commission. Whilst in 1991, he was appointed member Emirate Council. In April 1992, he was appointed Governor National Judicial Institute. In August, 1998 he was appointed as a Commissioner in the Independent National Electoral Commission (INEC).

He was awarded the OFR by the Federal Government in 1964 in recognition of his Commitment to meritorious service to the country. And in 1976, the ABU Zaria conferred on him the Honorary Doctor of Law Degree LLB.

In June 2008, Ladan, together with his wife and son, died in an auto crash at Tafa, Niger State.
