NYCN Katsina chapter resolves crises, to conduct fresh election

The Katsina State Branch of the National Youth Council of Nigeria, NYCN has resolved its leadership problem affecting it through dialogue initiated by one Comrade Umar Ahmed Jibril Katsina under the aeges of NYCN Katsina State Chapter Stakeholders Forum Katsina Post learned.

The forum also set up an Electoral Committee with a mandate to organize election for the council in three months time.

This is contained in a communique issued the forum and signed by one Barrister Mustapha Mahuta Esq and Shamsuddeen Ibrahim (Shamo) dated 28th August, 2020 and seen by Katsina Post.

COMMUNIQUE ISSUED AT THE END OF A MANAGEMENT MEETING OF THE NATIONAL YOUTH COUNCIL OF NIGERIA, KATSINA STATE CHAPTER HELD ON 28TH AUGUST 2020

Today 28th August, 2020 a management meeting was held to discuss and find a lasting solution on lingering issues affecting the National Youth Council of Nigeria, Katsina State chapter, the general wellbeing of the youth in the state and the overall development of the state in general.

Recall that the NYCN Katsina state chapter has been rocked with leadership crisis which led to the apex youth body in Katsina sate been divided into two factions: Lukman Umar Kankia led executives and that of Hassan Usman Datti.

To this effect, some concerned youth under the aegis of NYCN Katsina State Chapter Stakeholders Forum founded by Comrade Umar Ahmed Jibril initiated a dialogue with the view to have a stable leadership in order to as a united front confront the lingering problems bedeviling the young men in Katsina state.

The dialogue initiative gave birth to a mediation committee with Comrade Habibu Mukhtar as chairman and Comrade Abba Sada as Secretary HaH.

The committee met with the two factional leaders at different times. At the end, to avert having a leadership vacuum, it was agreed by both parties that, a management meeting be summoned to address the issues head on.

At the meeting a myriad of issues were deliberated as follows:
Katsina state government was commended for the efforts in addressing the menace of banditry and kidnapping for ransom across the state.

The meeting however urges the state government to do more as the crisis is on the increase and escalating to more areas. It was observed that more and more people are losing their lives and many are being displaced on daily basis.

If the menace is not contained in the nearest future, there could be a food crisis in the state as farmers in the rural areas are migrating to the towns. This influx of people to the towns could also lead to the collapse of the already overwhelmed infrastructure which in turn could result to a chaos.

The governor of Katsina state Right Hon. Aminu Bello Masari was commended for being a youth friendly leader by appointing young men into sensitive positions. He was however urged to coopt more youth into his government so as to achieve the 30 percent UN affirmative action.

The meeting also appeals to the governor to improve the status of the Department of Youth Development to a substantive Ministry of Youth Development as is the case at the Federal level and almost all the states in the Federation.

The effort of the Special Adviser to the state government on Youth Development, Alhaji Khalil Ibrahim Aminu in uniting, promoting and empowering young men in Katsina state was also appreciated.

The meeting therefore passed a vote of confidence on this gentle man and urges him to sustain the tempo in his quest to deliver his mandate. The meeting also enjoins the S.A to be wary of some staff of the Department of Youth Development who interfere directly into issues concerning the umbrella of the youth organizations in the state.

According to the NYCN constitution Article 15 (a) the Ministry of Youth (or Department as the case may be) shall be the supervisory ministry of the activities of the Youth Council in line with the National Youth Policy.

The constitution further stated in Article 15 (c) that the absent of the Ministry in charge of Youth Development doesn’t in any way invalidate any of the proceedings and resolution made at such meeting/congress. Therefore the role of the ministry is to supervise not decide for the Council.

At the meeting, it was agreed that the two factional leaderships be dissolved to pave way for the emergence of one united leadership which will serve as electoral committee to be given a fresh mandate of three months to organize and conduct a unity congress which will usher in a new elected executives for the council.

With the emergence of the electoral committee, all other organs (if any) stand dissolved until after the congress.
The new electoral committee will release a timetable within the first week of September 2020 to contain the series of activities leading to the congress.

The committee is expected to do the following activities before the congress:

1. Stabilize the leadership of the 34 local governments’ branches.

2. Validate and revalidate the affiliation of the Voluntary Youth Organizations (VYOs).

3. Sell forms to the prospective aspirants

4. Conduct screening

5. Conduct election

At the end of the marathon meeting, the following persons drawn from the two factions, the Stakeholders Forum and the mediation committee emerged as members of the new caretaker/electoral committee:
