Lockdown defaulters in Katsina liable to 6 months jail term, N25,000 fine or both 

People convicted to have violated the lockdown order imposed by the Katsina State government to curtail the spread of Covid-19 pandemic are to serve no less than six months jail term and a fine of not less than Twenty Five Thousand Naira or both, Katsina Post learned.

Recall that the Katsina State Governor, Rt Hon Aminu Bello Masari yesterday has signed into law the order restricting movement of people in the local government areas under lockdown in the State.

According to the copy of the law signed, known as Persons Movement (Restriction) Order 2020, under the Public Health Law Cap. 110 Laws of Katsina State 1991, it came into force on Saturday, April 11, 2020.

“Any person who violates the provision of the Order commits an offence punishable under Section 114 of the Penal Code”.

However, the section 114 of the Penal Code of Katsina State as seen by Katsina Post reads as follows:

114. Whoever knowing that by an order Disobedience promulgated by a public servant lawfully empowered to promulgate such order he is directed to abstain from a certain act, or to take certain action with respect to certain property in his possession or under his management, disobeys such direction, shall:

(a) if such disobedience causes or tends to cause obstruction, annoyance or injury or risk of obstruction, annoyance or injury to any person lawfully employed, be punished with imprisonment for a term which shall not be less than six months or with fine of not less than Twenty Five Thousand Naira or both;

(b) if such disobedience causes or tends to cause danger to humans shall be punished with imprisonment for a term which shall not be less than six months and not exceeding one (1) year or with fine of not less than Twenty Five Thousand Naira or both.
