Breaking: Governor Masari Signs Lockdown Law 

Governor Aminu Bello Masari of Katsina State has signed into law the order restricting movement of people in the local government areas under lockdown.

The Director General Media, Abdu Labaran Malumfashi, made this known in a press release on Monday April 27, 2020.

The local governments under lockdown are those in which cases of Coronavirus (Covid-19) have been recorded.

Known as Persons Movement (Restriction) Order 2020, under the Public Health Law Cap. 110 Laws of Katsina State 1991, it came into force on Saturday, April 11, 2020.

“Any person who violates the provision of the Order commits an offence punishable under Section 114 of the Penal Code”.

Made in the interest of public health, it shall however, not apply to the persons mentioned in the schedule to this order.

THE PENAL CODE

The Penal Code prescribes punishment for crimes committed in Northern states of Nigeria and within the federal capital, Abuja. Its equivalent in the southern states is the Criminal Code Act.

Section 114 of the Penal Code deals with inciting disturbance.

“Whoever does an act with intent to cause or which is likely to cause a breach of the peace or disturb the public peace shall be punished with imprisonment which may extend to three years or with fine which may extend to six hundred naira or with both,” it stated.
