RIFAN in Katsina warns against defrauding members in Anchor Borrower Scheme


The Rice Farmers Association of Nigeria, (RIFAN) Katsina state chapter has warned its members against scammers using iPad for biometric data capture in Anchor Borrower Programme.

In statement as seen by our correspondent, the state RIFAN Chairman, Shu’aibu Wakili, states that several members have been duped, paid certain amount of money to unidentified persons for mapping and data capturing.

The Chairman, observed with dismay the blame and accusations being attributed to RIFAN especially by the victims of the fraud describing it as misleading.

Mr. Wakili noted that Agro-Mall is the only legitimate party, authorized by the Central Bank of Nigeria (CBN) for data capturing and mapping operation in Katsina state for the Anchor Borrower Programme.

“It is disheartened to learn that some misinformed members are blaming us for the development without seeking proper information.”

“RIFAN has nothing to do with mapping and data capturing. The CBN engages only Agro Mall as a company to carry out the operation to our members.”

“The assigned company is responsible for the duty, it assign role to their employees independently.” He added

The chairman assured that they would not relent to take necessary legal actions against anyone tarnishing the image of RIFAN.

He however revealed that, the disbursement delay was due to the 2019 general elections held across the nation noting that all necessary arrangements have been concluded for the distribution of input loan materials to rice farmers in the state.

He explained that RIFAN would only distribute items to those beneficiaries captured and approved by the CBN.

He commended President Buhari and that of Governor Aminu Masari for improving agricultural sector, describing the move as unprecedented.

Mr. Wakili also applauded the CBN and other developmental partners for the successful conduct of the programme.

He appealed to rice farmers in the state not to do anything that violate the law and to report any suspicious activities to RIFAN or security agencies.

He revealed that RIFAN has collaborated with other security agencies to arrest any person or group of persons found wanting in this regards.

Recalled that some rice farmers in the state has accused RIFAN of excluding their names from the programme despite following all the necessary process including payment of biodata fees.
