SPEECH BY THE CHAIRMAN FUNTUA CONSULTATIVE FORUM, MALAM SHAMSUDDEEN SANI BABAJO DURING AN AUDIENCE WITH HIS EXCELLENCY THE EXECUTIVE GOVERNOR OF KATSINA STATE ALHAJI AMINU BELLO MASARI AT GENERAL MUHAMMADU BUHARI HOUSE, KATSINA 11/07/2018

His Excellency, Rt. Hon. Aminu Bello Masari, CFR Executive Governor of Katsina State, His Excellency, QS Mannir Yakubu, Deputy Governor of Katsina State, The Secretary to the State Government, Alhaji Mustapha Inuwa, Members of the State Executive Council here present, The Chairperson BoT, FCF, Members of BoT here present, Members of FCF EXCO here present, Members of the press, Assalamu Alaikum, Praise be to Almighty Allah for sparing our lives to witness this day.
We are deeply elated by your Excellency for agreeing to grant us audience despite your numerous commitments. Funtua Consultative Forum really appreciates the giant stride of your administration and we must commend his Excellency for a number of on-going projects in Funtua Local Government Area, especially upgrading of Funtua General Hospital, construction of Health Clinic in SBRS, rehabilitation of College of administration, BATC and rehabilitation of primary schools in Funtua Local Government Area as well as roads. Your Excellency, the recent intervention in the areas of Education and Health, particularly recruitment exercise is a great historic achievement that has never happened in the history of Katsina State.
The S-Power recruitment exercise has received state-wide acclamation as 5000 unemployed youth have secured employment. Sir, you may wish to recall that the officials of Funtua Consultative Forum paid you a courtesy visit on Friday 20th January 2017 at Government House Katsina where we presented to you our priority needs for your kind consideration and necessary action. Our main priority during the visit was the need for Katsina State government to facilitate the completion of Funtua Dry Port, considering its importance to the economy of Katsina State in particular and Nigeria at large.
At that time you expressed your willingness to do everything possible for the successful completion of the project, but due to the economic recession, the state government found it difficult to release its equity participation. On hearing this, Funtua Consultative Forum proceeded to Abuja where we met with the Concessionaire of the project, Dr. Umaru Mutallab and the Federal Ministry of Transport in Abuja in May 2017. During the visit, we were able to get the assurance of Alhaji Umaru Mutallab and Minister of Transport to the completion of their own parts of the project. The Concessionaire is currently carrying out the construction of roads network, offices and Health Clinic at Dry Port while the Federal Ministry of Transportation has sent a team of Engineers to examine the rail line that passes through Unguwar Shanu up to Port site for possible repairs. The Forum after studying this progress organized a Public Lecture titled ‘The Prospect of Funtua Dry Port in the Northwest Zone’ where the Hon. Commissioner of Commerce and Industry represented you on 4th March 2018.
PURPOSE OF THE VISIT
Your Excellency, the essence of this visit is to brief you on the progress so far about Funtua Dry Port project and to request for your kind intervention for the speedy completion of the project. In other words, Funtua Community requests for the release of state and 34 Local investment quota (equity participation) so that the project will be completed on the stipulated time.
Secondly, we are here to remind you of the already submitted priority needs of Funtua Local Government Area which was equally presented to you by this Forum. Your Excellency, Funtua Community is in dire need of developmental projects especially tertiary institution. In view of this, we request His Excellency to fulfill his promise of upgrading SBRS to a degree awarding institution through seeking partnership with all the governors of 19 northern states.
We will also be grateful if state government can establish a second State College of Education (Technical) in Funtua or request the federal government to establish one. The reason for this is simple, the whole of North-west geo-political zone has two FCE (T); in Kano and Zamfara. Fortunately, that of Kano is being considered for conversion into a University. If these are done, it will to a large extent balance-up with His Excellency’s already plan of converting Yusuf Bala Usman College of Legal and General Studies, Daura to a second State Polytechnic. The process that we reliably understand is getting a serious attention in the State House of Assembly. However, at the federal level, late Senator Bukar Daura, representing Daura Senatorial District has already presented a bill seeking for the establishment of a Federal Polytechnic in Daura, which has already passed second reading.
Also, we wish to draw the attention of His Excellency on the deplorable condition of Government College Pilot Funtua (Your Alma Mata), Government Day Secondary School Funtua and Government Technical College Funtua. Your Excellency Sir, GTC Funtua is in dire need of state government’s intervention as some parts of the college fence and one hostel block have been destroyed by wind storm this raining season. However, due to lack of hostel accommodation, an assembly hall has been converted to a hostel and this exposes students to untold hardship.
Funtua desires the dualization of Bakin Dutse in Zaria Road up to Unguwar Dahiru in Sokoto Road, dualization of Jabiri Junction to Maigamji. There are other inter-quarters roads that need rehabilitation. Similarly, some of our rural roads are in deplorable condition, hence, deserving government attention. These roads are: Gwaigwaye-Dandume Road Goya-Danja Road Funtua Central
Sir, we implore you to graciously direct contractors handling the project of Funtua central park to speed up, this is in view of its importance to the economy of Funtua in particular and the state in general.
The importance of shelter cannot be overemphasized, we learnt that the previous administration has proposed to build housing estate along Funtua northern bye pass. We request you to actualize this proposal.
Mairuwa and Gwaigwaye dams need dredging; there is also need for reticulation of pipes in Funtua metropolis. We believe doing this will enhance the water supply as well as promote irrigation in the Local Government Area and neighboring local government areas such as Faskari, Dandume and Bakori .
Funtua Township stadium is among the old stadia in the state that are yet to be rehabilitated, FCF hopes that the state government will intervene and upgrade the stadium.
In view of the importance of agriculture in the north, we sincerely propose to you, your Excellency to convert Songhai Farm in Dikke to a fully-fledged College of Agriculture, under Hassan Usman Katsina Polytechnic. Similarly, government should encourage irrigation farming across the state by engaging youths. Finally we hope our request would be given due attention as Funtua Your Excellency, is wearing five important caps in the State , unlike other cities ,first it is the Senatorial Headquarters of eleven Local Governments of Funtua Zone otherwise popularly known as KARADUA ZONE, secondly it is the second Economic city in terms of potentials and presence of various economic industries, business entrepreneur’s, thirdly political giant after the State capital, fourthly, Zonal Headquarters of old six LGs of Funtua LG and finally LG HQ of Funtua.
It is also the gateway to the State from Lagos via B/Gwari, and from Kaduna end via Zaria. It is on the basis of these facts, it becomes justifiable for the State Government to be part of the agencies for the enhancement of developmental projects in the city at any given time during its life span so as leave its legacy behind. In conclusion, we wish to express our profound gratitude to His Excellency for this audience, we pray for Allah’s continued guidance and protection to you and your subordinates.
