PRESS BRIEFING BY THE RT. HON. SPEAKER, ALHAJI ALIYU SABI’U IBRAHIM MUDURU, ON THE OCCASION OF FIRST ANNIVERSARY CELEBRATION OF KATSINA STATE HOUSE OF ASSEMBLY ON WEDNESDAY 8TH JUNE, 2016

In the name of Allah, the Most Gracious, the Most Merciful. Allah is He Who gives power to whoever He wills and takes away power from whoever He wills. He possesses all good things and He is the controller of every things.

I must therefore express my gratitude to the Almighty Allah (SWT) for sparing our lives to witness this historic occasion of the first anniversary of this Assembly. I have every cause also to show my appreciation and gratitude to all my Colleagues Hon. Members for electing me as the Speaker and for the cooperation and support they have given me in the last one year of our leadership.

All Honourable Members relate very well with one another and together we founded an enabling environment for peaceful coexistence both on the floor of the House and at the various committee levels. Of course, we have no reason whatsoever to relate on the contrary in cognisance of the fact that we are all of the same family (APC).

All of us are products of change mantra which All Progressive Congress brought together to salvage our people from a well known monster. In the same manner, we have enjoyed a pleasant relationship with the other Arms of Government right from the day of our inauguration. This is because of our conviction that it is only within the framework of cooperation and collaboration among the three Arms of Government can there be any meaningful achievements of the set-goals. It is also a way of achieving a level playing ground for checks and balances which are the basis for democratic good governance.

Let me therefore reaffirm the commitment of this Hon. House for a sustainable cordial relationship, harmony and peaceful coexistence because of their relevance for socio-economic development. We are fully aware of some States that have not made any progress because of multiple problems associated with lack of cordial relationship and peaceful coexistence between the Legislature and the Executive Arm.

Distinguished ladies and gentlemen of the Press, the one year of this Legislature has been very eventful and enjoyable for all of us. It is gratifying to state that the 7th Legislature in the State has completely carried out its primary function as provided for in the Constitution of the Federal Republic Nigeria.

You are aware that at inception, this Hon. House had in collaboration with some International Development Agencies organized various capacity building programmes which have impacted positively on us. I am particularly pleased with SAVI/DFID for the enormous financial resources it expanded in our training.

It is interesting to note that both Legislators and staff generally need to update their knowledge through capacity building and other training programmes with a view to keeping abreast with the current development and for effective performance in view of the dynamic nature of legislation and other functions associated with the task.

Ladies and gentlemen, in the last 12 months this Hon. House had sat for 208 days, deliberated on 134 motions, 77 resolutions and promulgated 18 laws with 4 bills currently at various stages of legislative processes.

Majority of the resolutions and laws passed are currently being implemented for the people. These resolutions centre on Education, Health, Agriculture, Infrastructure, Security, Youth empowerment and Poverty eradication.

Distinguished members of the Press, the foregoing has been the substance and scope of our mandate in the last one year and which have impacted positively on the well being of the citizens.

Let me therefore commend His Excellency Rt. Hon. Aminu Bello Masari for his maturity, tolerance, transparency, accountability and dedicated leadership qualities. We have a focused Governor whose commitment to the socio-economic development of the State is both exemplary and worthy of emulation.

May I also commend my Colleagues distinguished Hon. Members for their cooperation, commitment and zeal in discharging their responsibilities. The Hon. Members have diligently carried out their legislative mandate to the best of the abilities even with the little resources at their disposal. While commending the Hon. Members, I must also seize this opportunity to express our gratitude to the entire staff for their loyalty, dedication, professionalism and commitment to work. The staffs have been reliable and have shown their support and cooperation in every assignment.

Distinguished ladies and gentlemen, while we rejoice for the aforementioned success and achievements, we also have cause to remember our Colleague, Hon. Faisal Musa who lost his life along with many pilgrims during the last pilgrimage in the holy land. We therefore pray that Allah grant his soul eternal rest in Jannatul Firdausi and give his family and all of us the fortitude to withstand the shock of his sudden death.

Gentlemen of the Press, as we mark one year in office, we have to also create in-depth thought for the current socio-economic difficulties the common man has been subjected to. In particular, we are not unmindful of the increasing problems associated with food shortages and poverty.

This economic downturn is global and therefore not peculiar to Nigeria. While we symphathise with everyone, we also like to appeal for understanding and prayers. We believe the difficulties are temporary and very soon Allah will ease the situation.

Finally, I would like to express our gratitude to the good people of Katsina State for their continued support, prayers and understanding.

We must all pray for the President, Muhammadu Buhari particularly in cognizance of the enormous challenges facing Nigeria. We must pray for better, prosperous, vibrant and united country which he is determined to create.

I pray that Allah will continue to be our guide and our hope in the years to come.
